Doctrinal & Institutional Reforms
A critical gap in India's strategy is the absence of a documented national security policy. This leads to fragmented, reactive responses. To counter this, India has undertaken key institutional reforms to enhance interagency synergy and create a more unified command structure.
- Creation of Chief of Defence Staff (CDS): To act as the single-point military adviser to the government and foster jointness among the three services.
- Defence AI Project Agency (DAIPA) & Council (DAIC): To steer the development and implementation of AI in the defense sector.
- Multi-Agency Centre (MAC): To enhance real-time intelligence sharing and coordination among various national security agencies.
- "Whole-of-Government" Aspiration: A move towards breaking down institutional silos and fostering better cross-domain connections between military, intelligence, and civilian agencies.
